instagram,safari and some other apps wont work

as well as that my ipad says its charging when its not and wont power off. anyone know what's wrong?

Nope. Having said that, I recommend you make a Genius Bar appointment with the nearest Apple Store to have them diagnose and possibly fix the problem for you.
