Why does the gps cannot be found keep popping up

We have 2 I phones. Mine is iPhone 6 s and is working properly, my partners is a iPhone 5s and will not work even though I have tried all the fix its , can any one help me

What do you mean it doesn't work? What are you doing when you get this error? Are you outside? Inside? Is cellular turned on (i.e. not on Airplane Mode?). Are location services on? Some more specifics would be helpful!
