How do I free PC disk space that is on iCloud?

I have icloud drive on my windows PC and iPad. I put some movies on my PC and uploaded them to the iCloud. Then I downloaded onto my ipad so I could watch them there. I wanted to free disk space on my PC so I deleted them from the PC iCloud drive. They disappeared on the ipad as well. How can I transfer the files so they stay on the ipad (and maybe the cloud), but not on the PC?
