New iPad Air seems to be frozen

we have a new ipad air. installed several apps, including kindle and espn. now it seems to be stuck at support.apple/com/ipad/restore I have it plugged into the usb port of my computer. what else is needed.?should it be plugged in and charging for a certain amount of time?

To restore your iPad Air, initiate the iTunes app on your computer. When iTunes recognizes your iPad Air, select to restore it. Make sure the computer is connected to the internet. Hopefully, you've been creating backup of your device prior to the device being frozen.
