Just do whichever you like.
I have my hotmail linked to both my iCloud and Apple ID.

When creating an ID for my mother I just used iCloud. She doesn't have any other mail account.

You enter the first part, before the @, and the rest will be icloud.com (I don't know if @me.com still exists, though ).
