Not too sure.

You can do that.

Although if you load the photo into your message and then press "Markup" at the bottom, you will be able to draw on the photo & or manipulate it in that way.

I'm not sure if you are referring to the new invisible ink option on ios10. Not sure if it works for photos but it does work for what you type. After you have what your going to send you hold the send button and you'll see an option that says invisible ink. Pick it and hit send.
