How to send Live Photos to iPhone 6S from Windows PC?

Hallo,

I have iPhone 6S 16GB. As you can know storage capacity is not too big so sometimes I have to get pictures from iPhone to my PC. The problem is when I try send back this pictures to iPhone. When I use iTunes and pictures sync the sent pictures on iPhone have no information about date, localization and no Live Pictures - I cant understand why. Sometimes sync by iTunes was correct and pictures in gallery have correct information and live pictures working. Sometimes not.

I need information about the best and easiest way to manage of pictures in my iPhone - upload and download to the phone with data preservation (like Live Photos, data, localization ect).

I use Google Photo. It preserves all the metadata and supports live photos.
