I purchased this twice and did not work either time. If I need to do something to make it work what should I do? If not I want a refund.

Welcome to iMore! I'm assuming this is an app that you've downloaded. What exactly is happening when you try to launch it? You might reset your device by holding the power button and home button down simultaneously until you see the Apple boot logo.
