How do I find bottom ribbon

When I tap the ph icon it goes straight to all contacts with no way to bring up the keypad on bottom ribbon

It sounds like you're opening contacts instead of phone. Or you have a bug I've never heard of. As long as you're positive you're selecting the phone, try resetting your phone.
