when i get to a pokestop it says empty module and i don't know what that means

The PokStop module is for placing lures to attract more Pokmon. If you have you have a lure and click on the module slot at a PokStop you can add it to the PokStop and it stays active for 30 minutes. As far as finding more Pokmon, that's part of the game, you'll have to continue exploring to find them.
