Downgraded from iOS 10, missing apps

I downloaded iOS 10 about a week ago and I decided to go back to iOS 9, so I found a website to download iOS 9 and I downloaded it and downgraded my phone. Now, some apps are missing from my home screen but when I go into settings they are still displayed in the app and storage settings, but they are all null. Does anyone know why this happens and how to make those apps usable? Thank you in advance.

Try erasing all profiles and certificates beta-related in Settigs-General-Profiles. Also, try a software restore directly through iTunes (download the firmware through the restore option in iTunes on your PC). You can also try to do this operation as a DFU restore, but I think that would be superfluous.
