I had deleted the songs previously and now they are back

If you deleted them from phone only then they are still in your purchased and were re-added. I know apple put a fix out a few years ago to delete for good. Not sure if it still applies.

They are indeed imbedded into your purchases. Check this guide from Apple to apply the fix: https://support.apple.com/en-us/HT201396
Should this not work, you can always hide the purchase from your list, thus you won't see it in your library anymore: https://support.apple.com/en-us/HT201322
