C6ontacts are gone from my Iphone 6S. I went to settings, tapped icloud, turned contacts off then on again. Nothing happened.

Give it time for them to sync back to your iPhone. You can also try rebooting the device to get them to sync. Of course, this is assuming you didn't delete them from iCloud.

Try it again, then check the amount of storage you have left on the device. Go to Settings>General>About and look at the Available tab. If you have less than 1GB or even 0 bytes, the phone won't be able to sync stuff.

Try to log in the iCloud website to check if your synced contacts are still there.
