Is Viber really free or does it require use of your cellular carriers data and call minutes

I am getting ready to go to Europe from the United States. I was hoping not to have to purchase an international plan from AT&T. I downloaded Viber, but in reading several of the comments/posts it says on some 3G networks your carrier may charge you, make sure you have enough data available or you may be charged, make sure you have unlimited calling so as not to be charged. Otherwise use WI-FI. Can someone please explain in detail the usage of Viber? Henry

It uses cellular data or wifi. It will not use your carriers call minutes.

It's best to buy a local prepaid SIM card at the airport or a grocery store. They're cheap and you can easily choose a data plan for internet for cheap which you can use for Viber, iMessage, FaceTime and all other messaging and voip apps.

I live in the Netherlands and go several times a year to Turkey, so I bought a Turkish prepaid SIM card there and whenever I'm in Turkey I just buy credit and with that credit I buy a internet data packet.
