On an iPhone SE can SIRI be programmed to play voice mail on speakerphone?

I have an iPhone SE with IOS 9.3.3 downloaded. If I ask SIRI to play a song, it is always played through the speaker, which is what I would expect. However, if I ask SIRI to play my voicemails (even if I specifically ask SIRI to play my voicemails on the speaker), they are only played through the ear speaker. I went to Settings/About/Accessibility and found that I could reroute all phone call audio to the speaker but there was no option to reroute voicemails to the speaker. I then called Apple support to ask if there was any way to get SIRI to play my voicemails through the speaker and was told by the Apple rep that there apparently isn't any way to do it with IOS 9. Is that the end of the story or is there a fix for this without resorting to Jailbreak?
