Free texting - even internationally - on iPhone to iPhone?

Is there a particular setting for the phone? Or always free of charge and unlimited text from iPhone to iPhone - no matter where a user may be.

A friend who lives in Nicaragua - and has an iPhone - is it free to text me here in the U.S. to my iPhone?

If using Apple's iMessage - yes... if using carrier SMS/MMS - that's obviously carrier/service contract dependent.
