I cannot define any word at all because it says no definition found and after going to "Manage" at the bottom left corner of the screen, there's only a blank page instead of all the available dictionaries in different languages. Does anyone know how to resolve this?

I don't know. What iOS version are you running?

Maybe try heading into settings > general > dictionary to check the ones you'd like available or verify that you have your preferred dictionaries checked...
