So what is the issue? What does it do or not do? More information would help.
    For iMessage problems, try these:
    1. Do a hard reset:
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
    2. Swipe the messages app out of multitasking.
    3. Toggle iMessage off in Settings, then toggle it back on.
    4. Sign out of iMessage in Settings, then sign back in.
    5. If it's still not working, you may need to restore your phone as new.

Make sure the person you're texting is on an Apple product and has iMessage enabled. If this is the case, do as Ledsteplin says.

Yes i think you need to log out of the old iCloud account first. Unless the iCloud is locked

Also, delete the current conversation in messages and start a new one with that person. If you stay in the same conversation your iPhone will not check if the recipient is on iMessage.
Deleting a conversation and starting anew triggers this check.

What country are you in? What country is the iPhone from? Is iMessage available in both those countries?

I am actually in the United States. But the iCloud account was created when I was still in Africa. When i got here it was working well on my iPhone 5 until i got this iPhone 6s Plus recently and I am facing this problem,. I created another iCloud account from the United States which I am trying to use it with the iMessage, but still not working

I got the iPhone here not up to 2 weeks. In fact I traded my iPhone 5 to iPhone 6s Plus. When I did the reset I couldn't be able to use iMessage

    Do the following:

Go to Settings>Messages>Send & Receive then tap your Apple ID at the top and sign out. Tap on it again to sign back in and let your contact information register.
