Have tried resetting and rebooting ipad, even went to iTunes on the computer, no luck there either.
1. Make sure your iPad Mini is connected to the Internet. You will not be able to update or install any apps without Internet access.
2. Make sure you are signed in to the iTunes & App Store. If you are part of a family share option, make sure you have permission from the Family organizer to install any apps.
