    Restrictions. Go to Settings / General / Restrictions. In Privacy section, go to Location Services and select "Don't Allow Changes". Make sure the Location Services toggle is on (green) before you say don't allow changes. This should keep him from turning it off.

    You do if you have a passcode enabled. That's done in Settings > Touch ID and Passcode.

    I never used a passcode until I got touch ID. I had one, but kept it off.
