Why can't I download apps on my iPhone SE?

When I select an app the circle just keeps spinning and the icon on the home screen says waiting but never downloads

2. Are you trying to download apps viola the App Store?
3. Have you tried rebooting your iPhone SE?
4. Have you checked to make sure the app you're trying to download is still active?
