I can't download any apps?

I have already reset my phone, I've checked several times and do have storage for the app and updated my phone already . I try to click on the the cloud with the arrow down to download the app but it won't let me I click and nothing happens at all.

Welcome to iMore! Do you get any message from iTunes? A pop up message? Do you have a payment method in place? It's required, even for free downloads.
When you say nothing happens, do you mean it's totally unresponsive? Does nothing at all?
