The photos you have on your device is "synced" to iCloud. In other words, what you remove from your device gets removed from iCloud. Having said that, you can either:

1. attach your device to your computer and then transfer the pics over to it.
2. install a USB drive app and use it to transfer the pics over to your computer.
3. Install the OneDrive, Dropbox or other cloud storage app and then upload the pics to that particular service via the associated app.
4. Login to iCloud via your computer, and then download the pics.

Once you've done one of the above, you can then delete the pics from your device or from within the iCloud website.
