If you mean a video taking app to use in place of the Native video in the camera app then you have a lot to choose from

I use Camcorder which gives you that old media feel to your videos but there are many more

But if your looking for a video editor then you can't do better that s own iMovie app

I like Vizzywig, but it's a bit pricey. Filmic Pro and Videon are nice.
