can i set a 4s to receive calls only from the contact list

I am receiving a lot of nuisance calls

Welcome to iMore! You can use Do Not Disturb in Settings. Set it to only get contacts. And set to always. But you won't get notifications either.
Or you can Block those calls on a per call basis, as long as they show a number.
