Why won't my Ipod touch 5 charge?

My ipod had laid a couple days outside when it was cold, after that I waited to charge my Ipod for a couple weeks (I think like 5 weeks).
Now when I want him to charge, he shows the loading screen (first with a little red stripe in the battery and then without that red stripe) and so on. He is already charging at least an hour! And it doesn't change anything, what to do now? is it normal that it takes so much time?
