Can I update from 6.1.3 to 7.0?

I've been running 6.1.3 for a long time now and need to update for the use of some apps.
Just wondering if I can update to 7.0? I've tried in iTunes but it doesn't work. I don't know if apple stop it for whatever reason.

If iOS 6.1.3 is the highest iOS version your device can use then the answer is NO. If you have an iOS device that can upgrade past iOS 6.1.3 then you will be updated to the latest version the device can accept.

It's an iPhone 4S, I did a bit more looking and read that 7.0 isn't signed by apple anymore. I guess I'm gonna have to get the latest iOS so I can use some apps.
