    Does each person have to set up and Apple ID first and then the family does the invite? Or can you invite and then the kids set up Apple ID?

    Welcome to iMore! If you (the "Organizer") go to Settings > iCloud > Family Sharing > Add Family Member, a link will appear that says "create an Apple ID for a child". That's what I used and it worked perfectly.
    But yes, everyone needs an Apple ID I order to invite them to your family sharing plan.
