Paying for Apple Music doesn't guarantee you'll be able to listen to everything that's released. It gives you access to all the music in the Apple Music library, which may not be the same as what's in iTunes. It's all about contracts with artists & recording companies.

What's available in iTunes is for purchase. The artists are ok with that. But some not so much with the Music streaming. Apple works hard to bring in what they can. Deals have to be made.
