It likely has someone else's Apple ID. So even if you can open it, you can't change the Apple ID. It's not your phone. You should turn it in to the police. Let them deal with it.

Use some
Weird unlock bug to get in the homescreen

Go to
Cydia, install a tweak to disable
Itunes
