Yes. I use Battery Doctor for occasional junk file and memory clearing, especially on my 8gb 4s where it's particularly useful, and as it does its stuff, it scrolls through the apps. That is one of them. A friend has just done a Google translate: "i faction Party - Love News". I'm still not sure which app it refers to, but it sounds harmless enough.
