Iphone stolen in Paris. The most recent pics (last 12 hours) not on iCloud. Lost forever???

My iPhone was stolen in Paris and the photos I took on my iPhone from the last 12 hours are not on my iCloud. Are they gone forever? Why didn't they upload? does it upload only after a certain amount of hours. So bummed. Sad about the phone but thank god iCloud has most of my information. Phone is on activation lock but it is offline. Thank you so much.

Welcome to iMore! There could be many reasons your photos didn't immediately upload. If you're not seeing them on iCloud Photo Library I'm afraid they're lost unless you manage to retrieve your phone.
