I'm going to *assume* you have an iPhone running the latest official iOS version for newer device (iOS 9.2.1). With that in mind, go Settings→ Messages, and then enable the toggle next to "MMS Messaging".

I'm not having an issue. MMS is located in Settings > Messages.
