Is there a way I can make free calls from my iPad (I have no iPhone) overseas?

I don't carry my (non-iPhone) telephone overseas because it's to expensive to get a SIM card for every country I visit, given the minimal number of calls I need to make. I'm in Argentina now and would like to make local phone calls from my iPad, preferably for free. It appears I can't use wattsap unless I also have an iPhone, or Fring. Skype seems not to be a practical alternative. For example, if I simply want to call a couchsurfing host to pick me up at the airport, is their an application that will enable my iPad to do this?

If you have a Wi-Fi connection AND the recipient has an iOS device, you can use the FaceTime audio feature, if FaceTime is allowed in the country where you currently are and/or in the country where the recipient resides.

Google Hangouts and a wifi connection might give you what you're after. I used this for a couple of months back when I was trying out a data-only idea I had. Worked fine as long as you don't mind not having a cell connection.
