How do I fix my iPhone 6 Plus to give me the option to answer incoming calls?

When my phone rings, the proper screen to answer my incoming calls does not appear.

Welcome to iMore! You should be able to answer incoming calls even when your device is locked. Try resetting it by holding the power button and home button down simultaneously until you see the Apple boot logo. If that doesn't work a restore might be warranted.
