    Welcome to iMore! There could be a number of issues but a common problem is that iCloud isn't set up as default for contacts in Settings > Mail, Contacts, Calendars.
    It's also possible that your contacts are being synced with another service and therefore aren't syncing to iCloud. How did you originally get your contacts on there?
    Also keep in mind that it takes time for things to sync so it's not unusual if you don't immediately see your iCloud contacts online or on another device.
