My iPad updated to 9.3 OTA,but now will not start. Says iPad could not activate. What can I do?

My ipad updated to 9.3 OTA,but now will not start. Says ipad could not activate.

Now stays on this page. Also I cant use iTunes because it states the ipad has a fault..

Tried a few times to restart with power+home button no result.

Connect your iPad to your computer and then initiate the computer's iTunes app. Afterwards, select to restore it.
