Software update failure, how do I re-enable my apps if I cannot download iOS 9.2?

The download process seemed to take forever ( I left it downloading overnight because it was taking so long that I had to charge my ipad) and when I checked this morning, the update still had not installed. It did, however, disable apps in order to download and install the update. Every time I try to install the update, I get a pop-up notice saying

Software Update Failed
An error occurred downloading iOS
9.2.

When I click Close or Settings, it takes me right back to asking me to download and install.

Whether or not I can download the update, how can I enable my apps that it disabled in order to do the update?

Very frustrating process...
