Have you checked Settings>General>Date & Time to make sure those settings are correct?

This is a known issue that many people are having with the stock weather app. I'm sure Apple is aware and will eventually release a fix but, for the time being, you may want to use a third party weather app. I don't ever use the stock weather app and opt for Yahoo! Weather. Many members use BeWeather 2. There are several good apps available on the App Store.
