    And the screen

    My other problem is when i click on an app and want to go to the bottom of the sreen

    The screen gets me to the top

    Did you do a device reset after downloading iOS9? Hold the home and power button down at the same time until the Apple screen appears then release and let the device continue to reboot itself and see if that helps.
