After iOS 9 update, those apps that I switched off for mobile data are not turning back on

I toggled off the mobile data for several applications as they were being charged by my service provider. However, now when I'm trying to turn them on, they won't turn on. They would turn on and switch back off as soon as I go to another page from settings. Please help

You turned cellular off for apps, and now they won't turn on?
Have you tried a hard reset?
Hold the top power/sleep button and the home button at the same time until the Apple logo appears, then release.

I have tried doing that, I even reset all my network settings as well as cellular settings. No luck

Did you try deleting one of the misbehaving apps, then redownloading it? If it works for one, it could work for them all. Maybe their settings got stuck in the upgrade.

I had to do a full reset for the same problem.

Ive tried everything... no luck. 9.0.1 was no help! also battery life after 9.0.1 is terrible. it dropped by 2% while i was typing this. stay away from ios9 for now. im on iPhone 6.
