How do I get back to sign in to I cloud and get back access into my phone ?

I cannot get into my phone or access anything on it
I downloaded an ios upgrade on my iphone .
it says upgrade completed.
it says sign in with apple ID to use I cloud.
When I try signing in with apple ID and password, the phone then says it may take a few minutes to set up your apple ID.
then there is the terms and conditions and after i complete all the phone says could not sign in.

I am unable to access anything on my phone

You're sure you have network connection and you know your password? I can try to find a solution but it may take some time.

Try a hard reset. Then start over.
