    I have a group that might upgrade to IOS 9 before a few legacy apps we use are ready. I want to be able to downgrade them after Apple removes 8.4.1 if needed, either using a Mac or OTA. Thanks in advance

    Once Apple stops signing (or removes) 8.4.1, there is no way to downgrade, as all upgrade/downgrades go through their servers. If you need an app that is only on 8.4.1, then it may be best to stay there for now, until the app(s) are updated.

    You'd have to find a 3rd party download source for the 8.4.1-ipsw... and Restore via iTunes and use the downloaded ipsw.

    But, as stated above, once Apple stops signing iOS 8.4.1, there is no way to go back.
