Why won't my upgrade continue on my iPad Air

Just upgraded my iPad and now all I get is a "slide to Upgrade" that won't open. I have tried to turn it off to start again, but it won't turn off either. It will let me sign in with my password, so I know that works, but the next screen says to press continue and when I do it goes to "slide to upgrade" and won't do anything else. Help please!!!
