How do I stop "Sign In to ICloud" window from poppin up all the time?

Hi, a "Sign In to ICloud" window keeps popping up on my IPad screen and won't go away. It says I have to enter the Apple ID password for an account that is not mine. I do not recognize the account at all. If I try singing out it just asks for a password but I do not know the password. How do I keep this from popping up?

Check to be sure you have signed in to iMessage and Facetime. If you have, then when you get the prompt, put in your ID as it asks you to.
