I need to restore my hard drive from a Time Machine backup and it appears that the first step is...

"1. Power up your Mac and hold down the Command and R keys to enter the OS X Recovery Partition. Your Mac should boot to a screen that says OS X Utilities."

I would try Windows Key - R but not sure.

    Try Alt as well.

You may have luck with Alt to get a boot menu where you can choose the recovery partition.

On a Windows keyboard, the correct key combination is Control-R.

Where OS X uses Command, substitute the Control key.
Where OS X uses Option, substitute the Alt key.
