Is it possible to delete pictures from my iPhone 5s and not iCloud?

Ruined the organization of my pictures because I deleted them from my iPhone, which, in turn, deleted them from iCloud. Had to import them from flash drive and reorganize. Never want to do that again! If I can't use iCloud for true backup storage, why pay for it??

Just my opinion, but you should always have multiple backups in more than one location. I keep all of my important pictures in a total of three different locations.
