How do I get apps onto my iPhone 6 that I purchased on googleplay with my previous android phone?

Switched from Android to iPhone 6 end of 2014. I had purchased a few apps that I want to use on my iPhone. When I access the app through the app store, it asks me for payment.

Is there a way I can do this without having to pay for the apps a 2nd time?

You don't. Android apps don't work on Apple Devices. iOS versions of Android apps are separate - purchase via the iOS app store is required... App developers may have some sort of means of getting you an iOS version of a purchased Android app - that is outside the Apple AppStore control.
