Go to Settings >General >Usage >Manage storage > if they are listed here, tap on them and then tap Delete. Let us know if this works!

One of my apps that were deleted is Chrome. Look how i can see it in icleaner pro.All the apps that were deleted have this kind of color in icleaner.

It may be a jailbreak issue. Your available space looks about right to me. I have no clue about the chrome thing. That's how bookmarklets look sometimes when they get deleted. When I restored my phone as new, then set up, the bookmarklets I had all looked that way. Delete iCleaner, then download it back.

But if I combine the size of my apps that are installed now (counting Photos) they make a size of 3 GB. My usage there is 7.1 GB

iOS is about 4 gigs big. That would be the explanation

No because my total storage is 28GB (32GB - 4GB from update)

That's not all that takes space. Notes, Messages, email, local music, app cache, Safari history, etc.
Some of it may be what's known as "other". You'll have to Google that and read about it.

You may have to do a restore to get rid of the "Other" storage.

I haven't jailbroken in a while, but when I did, restoring wiped all data, including the JB.

the other is also JB data also..
