    I'm at 9 beta 4 and have noticed that after closing all apps with flick up before powering down, That i have 4 apps running after powering on the next morning.
    The apps are Settings and Safari Words and scrabble.
    Is this a new feature of 9 or a bug in 9?

    I'm not running the iOS 9 beta on any of my devices, but I'm pretty sure that is a bug. If anything send feedback to Apple using the feedback app.

    I am running iOS 9 beta 4, and after reading your post, I close all of my open app and removed them from the recents list then shutdown my iPhone 6 Plus. After waiting a moment, I powered on my iPhone 6 Plus, and after unlocking the lockscreen and getting to my home screen, I double-tapped on the home button and discovered that none of my apps were running - just as it should be.

    Being in the list of recently used apps doesn't mean those apps are actually running. It is just a 'list'. Remember, iOS manages apps/memory exceptionally well. Having said that, any app that is actually running prior to you powering down will indeed close, but the 'list' containing your recently used apps will remain for your convenience.

    Why would you do that? It serves no purpose. iOS manages RAM very well. Force closing all apps actually uses more resources than leaving them be. I only force close an app if it's misbehaving.
